Reading the result
Annual Rental Value is a formula, not your actual rent
ARV sounds like it means what the property would fetch on the open market. In practice provincial valuation tables derive it from covered area, locality category and whether the property is rented or owner-occupied. A house that would rent for far more than its assessed ARV is still taxed on the assessed figure.
This is why two similar houses on the same street can carry different demands: they may sit in different valuation categories.
Owner-occupied is usually treated more lightly
Most provinces give owner-occupied property a concession, either through a lower rate or a reduced assessed value. It generally is not automatic. Where the record still shows the property as rented after you moved in, the demand keeps arriving on the rented basis until you get the record corrected.
A recurring tax, not a transaction one
This is the annual charge for holding property, collected by the provincial Excise and Taxation Department. It is not the federal advance tax on buying or selling, and it is not capital gains tax on a disposal. Owners meet all three at different moments, and only the federal ones interact with your income tax.
Where this stops
The rate is entered rather than fixed because it is set provincially and varies by city and category, with exemptions for small properties, widows and certain other cases that differ between provinces. The demand notice your ETO issues governs.
FAQs
Property tax FAQs
How is annual property tax calculated in Pakistan?
Provincial Urban Immovable Property Tax is charged as a percentage of a property's Annual Rental Value (ARV) — an assessed notional yearly rental value, not necessarily what you actually charge in rent — set by each province's excise & taxation department.
Why is the rate editable instead of fixed?
Property tax rates and rules differ significantly by province (Punjab, Sindh, KP, Balochistan), city, and property category (residential/commercial), and change periodically. Enter the rate that applies to your property's notified ARV band.
Am I exempt as an owner-occupier?
Most provinces exempt a single owner-occupied residential property below a notified ARV or size threshold. Toggle the exemption if this applies to you — always confirm the current threshold with your local excise & taxation office.
Is this the same as capital gains tax on property?
No — this is an annual, recurring tax on owning the property. Capital gains tax applies only when you sell, based on your profit — see the dedicated Property Capital Gains Tax Calculator for that.
