Step by step
How the bill stacks up
Units × slab rate
Gives the energy charge — the bulk of the bill.
Add fuel price adjustment
A per-unit charge or credit from an earlier month.
Duty, then GST
Duty on the energy charge; GST on energy plus duty.
Fees, then advance tax
Fixed charges and PTV fee, then Section 235 tax if it applies.
Reading the result
One extra unit can raise the whole bill
Much of Pakistani residential tariff charges the rate of the slab you land in on every unit, not just the units above the threshold. Cross from one slab to the next and the higher rate is applied retrospectively across your entire consumption.
That is why a small increase in usage sometimes produces a jump in the bill that looks like an error. It usually is not. It is the slab structure doing exactly what it does, and it is the reason the protected and unprotected categories matter so much.
Watch the boundary, not the average
If your usage sits just above a slab boundary, a modest reduction can move you down a slab and save far more than the units themselves are worth. That is one of the few places where a small behavioural change has an outsized effect on a utility bill.
The energy charge is less than half the story
Fuel price adjustment, quarterly adjustment, electricity duty, GST, the TV fee, fixed charges and withholding tax all stack on top, and they stack in a particular order — duty before GST, not alongside it. Applying the percentages in parallel understates the total.
Where this stops
Every rate is entered because tariff is set per DISCO and revised through the year, and because protected, unprotected and time-of-use consumers are billed on different structures. Your own bill is the authority; this reproduces its arithmetic.
FAQs
Electricity bill FAQs
Why do I have to enter the slab rates myself?
Residential tariffs differ by distribution company, by whether you are a protected or unprotected consumer, and change with monthly fuel price adjustments and quarterly tariff revisions. Any hardcoded table would be wrong for most users within weeks. Copy the slab rates straight off your own bill — they are printed on it.
What is the difference between slab mode and marginal mode?
In slab mode, the rate of the slab your total consumption lands in is charged on every unit you used. In marginal mode, each tier is charged only on the units falling inside it. Much Pakistani residential tariff works the slab way, which is why using one extra unit can push you into a higher slab and raise the whole bill sharply — check your bill to see which applies to you.
What is FPA?
The fuel price adjustment (sometimes shown as FCA) is a per-unit charge or credit reflecting the actual fuel cost of generation in an earlier month. It can be positive or negative — enter a minus sign for a credit.
Which taxes are included?
Electricity duty on the energy charge, GST on the energy charge plus duty, fixed or meter charges, the PTV licence fee, and advance income tax under Section 235 where it applies. Meter rent, arrears, instalments of past bills and any late-payment surcharge are not included.
When does the Section 235 advance tax apply?
For domestic consumers not on the Active Taxpayer List, advance tax applies where the monthly bill is Rs 25,000 or more, at 7.5%. Filers are not charged it on domestic connections. It is adjustable against your annual tax liability — see the dedicated Electricity Bill Tax Calculator.
Why is my actual bill different?
Bills routinely carry items this estimate cannot know — arrears, deferred amounts, meter rent, TR surcharge, late payment surcharge, and adjustments for a previous reading. Treat this as a check on the main charges, not a replacement for the bill.
