Islamabad Property Tax Calculator 2026-27: Rates by Sector, Exemptions and Where the 2024 Levy Stands

Islamabad’s yearly property tax is a rate per square yard of plot plus a rate per square foot of covered area, set by sector series and use in the gazetted 2001 schedule: a 356 sq yd plot with a 3,000 sq ft house in an E-series sector comes to Rs 20,136 a year, Rs 9,565 if you live in it and pay by 30 September. The 2024 schedule that multiplied those figures is before the Islamabad High Court; the status section below says where it stood on 1 November 2026. Nothing you type leaves your browser.

Which rates you are billed at is in court. This calculator applies the gazetted 2001 schedule, the pre-2018 rates the High Court said MCI could recover pending a valid notification. MCI’s 2024 notification was struck down in September 2025, reportedly suspended on appeal, and the 2026 bills were held in abeyance in June 2026. If your demand notice shows a different figure, it is on the 2024 schedule; pay or contest it on advice, and keep the receipt for the 5% rebate if you pay by 30 September.
The 2001 schedule’s rating areas. G and I series plots over 356 sq yd use a higher pair of rates.
40 × 80 ft is 356 sq yd; 50 × 90 ft is 500 sq yd; 1 kanal is 605 sq yd. Square feet ÷ 9.
All floors. For an industrial or institutional plot, the building; sheds go in the next box.
Each needs an affidavit for the year. 100% for one house, flat or apartment of a widow with no other built-up property in Pakistan, up to a 240 sq yd plot (serial 2, passing to her minor sons and unmarried daughters); places of public worship; charitable hospitals, clinics, schools and libraries on plots allotted for the purpose; federal and provincial government buildings; CDA's own land. Serials 1, 2 and 5 need an affidavit each year.

What a house pays in each sector series

Yearly property tax on the gazetted 2001 schedule for a 356 sq yd plot (40 × 80 ft) with a 3,000 sq ft house, and for a 500 sq yd plot with the same house.
Sector series356 sq yd, full taxOwner-occupied, paid by 30 Sept500 sq yd, full tax
E-series sectorRs 20,136Rs 9,565Rs 21,000 (higher pair)
F-series sectorRs 17,352Rs 8,242Rs 18,000 (higher pair)
G-series sectorRs 10,490Rs 4,983Rs 16,275 (higher pair)
I-series sector and model villagesRs 9,712Rs 4,613Rs 15,000 (higher pair)

The owner-occupied column is half the full figure less the 5% rebate. In the G and I series the 500 sq yd plot pays on the higher pair of rates, so the jump from 356 to 500 sq yd is more than the extra land: a G-series plot of exactly 356 sq yd with a 2,000 sq ft house pays Rs 7,290, and one square yard more pays Rs 10,939, because every square yard and square foot moves to the higher rate. A Blue Area ground-floor shop on 200 sq yd with 1,500 sq ft covered pays Rs 14,700; the owner-occupier exemptions do not reach commercial property.

Step by step

How Islamabad property tax is worked out

  1. Find the rating area

The sector series for a house or flat; Blue Area, a Markaz or a market for a shop; the industrial area; a petrol pump. Each has a plot rate and a covered-area rate.

  2. Plot area times the plot rate

Square yards. G and I series plots over 356 sq yd move to the higher pair for the whole plot and building.

  3. Covered area times the covered rate

Square feet on all floors. Sheds on an industrial plot have their own rate; a petrol pump pays on plot area alone.

  4. Exemption, then rebate

50% for one owner-occupied house, 75% for a retired government employee’s only property, then 5% off for paying by 30 September.

The 2024 levy, the courts, and what you are likely to be billed

No. 404(1)-4/2024 of 14 March 2024 (Metropolitan Corporation Islamabad), flat yearly amounts by sector series and plot-size band, extended to housing societies and new areas; not read, reported figures conflict between outlets, so this page does not compute it. This page does not reproduce its figures. What the courts have said so far:

  • 3 November 2020. Islamabad High Court, W.P. 4298/2019 (Justice Mohsin Akhtar Kayani): the 17 December 2018 revision of property tax was made without the public hearing s.88(4) of the 2015 Act requires and was declared illegal; the judgment records the 2001 rates as the ones still operative.
  • 4 June 2024. IHC suspends enforcement of the 2024 demand notices; owners to keep paying at the pre-existing rates, first-time taxpayers half the assessed amount (Dawn, 25 Sep 2025).
  • 24 September 2025. IHC (Justice Mohsin Akhtar Kayani) strikes down the 2024 notification: never published in the gazette as a final notification, so of no legal effect; MCI may recover property tax only at pre-2018 rates and only in the areas taxed before 2018 (Chak Shahzad and E-11 excluded) until a valid notification is issued in accordance with law (Dawn, 25 Sep 2025).
  • October 2025. Press reports say that judgment was suspended in October 2025 (the order was not read).
  • 17 June 2026. IHC (Justice Khadim Hussain Soomro) holds MCI's 2026 property tax bills in abeyance until the next hearing, in a petition against the 2024 notification and a bill of 24 April 2026; notices to the Federation, MCI and CDA; adjourned four weeks (Dawn and APP, 18 Jun 2026). The outcome of the next hearing was not found.

The Metropolitan Corporation Islamabad (s.89 of the 2015 Act). On 28 June 2025 the IHC held that property tax CDA collected after 2015 belonged to MCI and directed the federal government to begin CDA's dissolution; whether that was carried out was not found.

A gazetted schedule, a disputed one, and the gap between them

The figure above is the 2001 schedule, the only Islamabad rate table published in the gazette that this site has read in full, and the one the High Court pointed to in September 2025 as what MCI could recover pending a valid notification. It is small by today’s standards because it has not been revised in a quarter of a century: the 2018 and 2024 revisions both failed in court on procedure, section 88(4) of the 2015 Act requiring publication of the proposal and a public hearing before a local government levies a tax.

Your bill may not match

MCI billed the 2024 schedule from 2024 onwards, and the June 2026 order held bills in abeyance rather than cancelling them. If your demand notice is several times the figure here, it is on the 2024 schedule. Whether to pay it, pay the 2001 figure, or wait is a question for your adviser and the next order of the court; what this page can do is show the gazetted figure so the two can be compared.

Where this stops

The calculator applies the 2001 schedule as amended to 2003 to the areas you enter. It does not compute the 2024 notification (not read, and the figures reported for it conflict), the widow’s and institutional exemptions (stated above, not modelled), the 1.5% monthly surcharge on arrears, or any area MCI brought into the tax after 2018. Property in a housing society or a sector outside the 2001 rating areas has no 2001 figure, and the page says so rather than inventing one. The provincial property tax calculator covers Punjab, Sindh, Khyber Pakhtunkhwa and Balochistan under their own Acts.

FAQs

Islamabad property tax: questions people ask

Who collects property tax in Islamabad, CDA or MCI?

The Metropolitan Corporation Islamabad. Section 89 of the Islamabad Capital Territory Local Government Act 2015 says the property tax under that Act is collected by the Metropolitan Corporation, and the Islamabad High Court held in June 2025 that property tax CDA collected after 2015 belonged to MCI. Before the 2015 Act, CDA levied it under section 15A of its 1960 Ordinance, and the 2001 schedule this page uses is CDA's.

Which property tax rates apply in Islamabad for 2026-27?

That is what the courts are deciding. MCI's notification of 14 March 2024 set flat yearly amounts by sector and plot size and extended the tax to housing societies and new areas; a single judge of the Islamabad High Court struck it down on 24 September 2025 and said MCI could recover only at the pre-2018 rates, in the areas taxed before 2018, until a valid notification is issued; press reports say that judgment was then suspended; and on 17 June 2026 another judge held MCI's 2026 bills in abeyance pending hearing. The pre-2018 rates are the 2001 schedule on this page. Your demand notice shows which schedule MCI has billed you on; as of 1 November 2026 no later order was found.

How is Islamabad property tax worked out on the 2001 schedule?

Plot area in square yards times the plot rate, plus covered area in square feet times the covered-area rate, for the year. The 2001 notification calls twelve times that sum the annual value and levies one-twelfth of it, so the yearly tax is the sum itself. A 356 sq yd plot (40 by 80 feet) with a 3,000 sq ft house in an E-series sector is Rs 2,136 on the plot and Rs 18,000 on the building, Rs 20,136 a year before any exemption.

Is there an exemption for living in your own house?

Yes, 50% of the tax for one residential house, flat or apartment owned and occupied by the owner or allottee or their family, including parents (serial 1 of the 2001 table, as the 2003 corrigendum words it). A retired government employee living in their only property in Pakistan gets 75% (serial 5, as amended from 1 January 2003). A widow with no other built-up property pays nothing on one house up to a 240 sq yd plot. Each needs an affidavit for the year, and the 2003 amendment limits the owner-occupier rebates to current dues and one year of arrears.

Is there a rebate for paying early, and a penalty for paying late?

Paragraph 5 of the 2001 notification: 5% off if the tax is paid by 30 September of the financial year it is for, and a surcharge of 1.5% a month on tax still outstanding after the financial year ends. The calculator applies the rebate when you tick the box; the surcharge depends on how late the payment is.

Does this cover Bahria Town, DHA and the housing societies?

The 2001 schedule names the E, F, G and I series sectors, the model villages, the commercial centres and the industrial area. The housing societies and newer sectors such as E-11 and Chak Shahzad were brought in by later MCI notifications, and the September 2025 judgment confined MCI to the areas taxed before 2018 until a valid notification is issued. If your property is in a society, your bill, if any, is on the 2024 schedule that is before the court.

Is this the same as the FBR valuation or the capital value tax?

No. This is the local yearly property tax under the 2015 Act. The FBR valuation table for Islamabad is used for income tax on a sale or purchase (sections 236C and 236K), and the capital value tax on large houses and farmhouses is a separate federal levy by area.

Is my information stored anywhere?

No. The calculator runs in your browser with the schedule built into the page. Nothing you type is sent, stored or logged, and this page's code sets no cookies.
